RESUME

KEY ACCOMPLISHMENTS

Ø      Established TAC Environmental Water Resources Consulting, Inc. [July 2002].  Providing personalized client service utilizing the 15 + years multi-disciplinary technical, professional, and management-level experience gained at the South Florida Water Management District.  In addition, clients benefit from extensive past interaction, contacts, and process knowledge with many local, county, state, and federal government agencies.

Ø      2003-2006 elected official.  Governing Board member of the Loxahatchee River Environmental Control District.  [will take office in January 2003]

Ø      1993-2002 elected official. Board Chairman - Palm Beach Soil and Water Conservation District.

Ø      Kissimmee River Restoration - Completion of Phase I ($50 million).  Managed division of 25 staff, $60 million dollar annual budget, coordination with 22 SFWMD departments, five state agencies, and U.S. Army Corps of Engineers.

Ø      Lake Tohopekaliga Drawdown Hydrology – Derived a hydrologic solution to balance a major lake drawdown fish & wildlife habitat project with the hydrologic needs of the downstream Kissimmee River Restoration Project.

Ø      Indian River Lagoon Citrus BMP Program – Facilitated and provided technical consulting for a non-regulatory, landowner-based, BMP approach to improve water quality.

Ø      Everglades Agricultural Area BMP Regulatory Program – Architect of the nation’s first agricultural water quality based regulatory program.  Program exceeded goal of 25% phosphorus load reduction to Everglades (averaged 50%) four years ahead of schedule.

Ø      Annual Everglades Tax Incentive Credit ($233 million dollars) – Responsible for annual tax incentive credit calculation; required extensive hydrologic and phosphorus load mass balancing for entire regional system with adjustments for variable annual rainfall.

Ø      Everglades Surface Water Improvement & Management (SWIM) Plan program manager and principal co-author.

Ø       Urban & Agricultural Stormwater Research - Supervised multi-disciplinary team and conducted stormwater research (water quality, hydrology, engineering design criteria) to support and validate developing regulatory surface water runoff permitting criteria.

Ø      Applied Environmental Hydrologic and Water Quality Research - Conducted sponsored environmental research at Tennessee Technological University on developing treatment technologies for light industrial waste discharges and organic carcinogens in drinking water.

 EXPERIENCE (1983 – Present):

 

            Established TAC Environmental Water Resources Consulting, Inc.  [July 2002].  Providing personalized client service utilizing the 15 + years multi-disciplinary technical, professional, and management-level experience gained at the South Florida Water Management District.  Client support has ranged from environmental compliance monitoring, environmental permitting assistance, and land acquisition technical support.  In addition, clients benefit from extensive past interaction, contacts, and process knowledge with local, county, state, and federal government agencies.

 

             Selected as Director – Kissimmee Division & Kissimmee River Restoration Program, South Florida Water Management District (SFWMD) [March 2000 – June 2002] from a nation-wide search.  As Director of a division of 30 staff, responsible for management of the planning, implementation, and oversight of the $500 million Kissimmee River Restoration Program.

·        Extensive internal coordination required with 22 separate District Offices and Departments  

·        Extensive coordination with U.S. Army Corps of Engineers and state agencies.

District-wide reorganization which created Kissimmee Division, placed addition responsibilities including planning, research, and implementation activities for the Kissimmee Watershed such as providing support for Kissimmee Upper Basin lake drawdowns, developing Total Maximum Daily Loads for the entire Kissimmee Watershed, and establishing the environmental aspects of Minimum Flows and Levels.  Litigation support included providing technical collaboration on forensic geochemistry investigation, conducting preliminary hydrologic data analysis, and project testimony.

 

            Appointed to Director - Indian River Lagoon BMP Program, SFWMD [June 1999 – February 2000] to fill a critical high-priority unmet need.  As Director, responsibility included leading the effort to develop and implement a landowner based best management practices (BMP) initiative within the St. Lucie Estuary watershed.  Assignment was made based upon the success and extensive experience and  expertise gained from developing the Everglades BMP program.  Effort requires extensive facilitation, coordinating, and active participation on multiple technical and policy working groups as well as technical interpretation of water quality and hydrologic information.  In addition, served as part of the 1999 SFWMD reorganization team for Watershed Research and Planning, and in particular led a team to conceptually form the Coastal Ecosystem Division.

 

             Recruited and promoted to Division Director - Everglades Regulation, SFWMD, [1992 - June 1999] where as the primary technical architect, directed the development and implementation of a new regulatory program requiring landowner BMPs within the Everglades Agricultural Area as initially required under the Federal Everglades Lawsuit settlement and subsequently the State of Florida 1994 Everglades Forever Act.  While building a division of eventually 28 staff plus multiple contractors, established and implemented permit review and issuance criteria, post-permit compliance standards, initiated an active permittee education/extension effort, and initiated a BMP research effort.  Establishment of this program required effective integration of hydrology, water quality, and practical engineering design.  Program resulted in a reduction of over 1,100 metric tons of phosphorus discharged to the Everglades during the management tenure.  This reduction was quantified as an $89  million dollar savings to taxpayers.   As a result of the Everglades responsibilities, the division became  a  primary partner for SFWMD hydrology and water quality data resulting in close intra-departmental coordination and active participation on data quality assurance/quality control procedures.  In addition, I was the technical hydrologic, water quality, and policy leader on resolving water resource regulatory issues for other Everglades Tributaries.  This work included:

·        Close coordination and negotiation with the Seminole and Miccosukee Tribal Nations

·        Hydrologic and water quality basin assessments for south Everglades tributary basins

·        Develop hydrologic based discharge criteria for western Everglades tributary basin

·        Develop program to implement legislative mandate for all Everglades tributary basins

·        Consulting contract negotiations

 

           Promoted to Manager - Everglades Surface Water Improvement and Management (SWIM) Plan, Planning Department, SFWMD [1989 - 1992], where supervised a multi-disciplinary team of professionals to develop the Everglades Surface Water Improvement and Management (SWIM) Plan.  In addition to serving as program manager, was a principal co-author.  Position required extensive coordination with SFWMD internal staff and a multitude of external Federal, State and local government agencies, environmental organizations, Native American nations, and citizen groups.  Ensured legislatively mandated review process and time frames were adhered to.  The SWIM Plan effort was complicated by a Federal lawsuit filed against the SFWMD during the development period.  Position evolved to be a vital liaison link between the SFWMD’s scientific and engineering staff and the SFWMD’s internal and external legal representation.  Position also evolved into one of the primary participants on the Federal lawsuit settlement negotiation team.

 

Promoted to Senior Supervising Engineer - Water Quality Division, SFWMD [1988-1989], where supervised a multi-disciplinary team (hydrologists, hydrogeologist, biologist, organic chemist, and field technicians) to conduct urban and agricultural stormwater runoff research to validate developing regulatory surface water runoff permitting criteria.   Position also was responsible for supervising the routine surface water quality monitoring network for the SFWMD 16 counties.

 

As Environmental Engineer - Water Quality Division, SFWMD [1987 - 1988], conducted multiple 'hands-on' research projects on stormwater runoff and treatment efficiency.  Efforts required project set-up, supervision and participation in field data collection, hydrology and water quality data analysis and evaluation, stormwater modeling, and technical report writing.

 

As Research Associate, Tennessee Technological University (TTU), ( Cookeville , TN ) [1986 - 1987], conducted external funded environmental research and demonstration projects on developing treatment technologies for light industrial waste discharges, organic carcinogens in drinking water, and surface water and ground water modeling.  Position was part of former TN Governor Lamar Alexander's program to establish 'Centers of Excellence' at universities throughout the state to provide a mechanism for public and private access to the University's knowledge and expertise.  TTU was awarded the Center of Excellence for the Management, Utilization, and Protection of Water Resources.  I was one of three post-graduates who were recruited from the Utah Water Research Laboratory ( Utah State University - graduate research) to help set up this type of operation.

 

As Graduate Research Associate, Utah Water Research Laboratory, ( Logan , UT ) [1983 - 1986], conducted a sponsored research effort to develop technically defensible watershed management and water treatment alternatives to reduce the occurrence of organic carcinogens in the drinking water supply for Salt Lake City , UT.   Effort included intensive field sampling, design and conduct extensive laboratory controlled experiments, and performed hands-on chemical laboratory analysis for multiple parameters including physicals, nutrients, anions/cations, metals, inorganics, and organic compounds.
